The Inquiry into the handling of ENGINE START (App K Hakim) in Race 6 at the Singapore Turf Club Meeting on Saturday, 10 September 2022 was concluded on Wednesday, 14 September 2022.

After taking evidence from App Hakim (pictured), the rider of ENGINE START, his Master, Trainer D Logan and Trainer J Ong, the Trainer of ENGINE START, App Hakim was found guilty of a charge under MRA Rule 44(10) in that he failed to ride to the satisfaction of the Stewards.  The specifics of the charge being:

  • from the 650m until approaching the 550m, when the tempo of the event increased, he failed to attempt to improve his position and continue to race on the back of ABSOLUTE RADIANCE (V Duric).
  • passing the 450m, he did direct his mount outwards and away from a clear run directly in front of him between GOLD ZEST (J Bayliss) and HENG XING (WH Kok).

In assessing penalty, the Stewards took into account the nature of the charge, his disciplinary record, personal circumstances, precedent penalties and submissions from App Hakim that he has been engaged to ride at the Singapore Race Meeting on Saturday, 17 September 2022.

In all the circumstances, App Hakim’s Licence to ride in races was suspended for a period of two months from Sunday, 18 September 2022 until Thursday, 17 November 2022, both dates inclusive.  He was advised of his Right of Appeal.
