HEARING OF AN APPEAL BY APP I AMIRUL AGAINST THE DECISION OF THE PANEL OF STEWARDS AND THE PENALTY IMPOSED ON HIM AFTER BEING FOUND GUILTY OF A CHARGE UNDER MRA RULE 44(10) RELATING TO HIS RIDING OF ROMANTIC IN RACE 6 AT THE SINGAPORE TURF CLUB MEETING ON SUNDAY, 03 NOVEMBER 2019

The Inquiry into the running and handling of ROMANTIC in Race 6 at the Singapore Turf Club Meeting on Sunday, 03 November 2019 was concluded on Wednesday, 13 November 2019.  After taking evidence from App I Amirul (pictured), his Master, Trainer S Gray, Trainer S Burridge, the Trainer of ROMANTIC, and Mr R Lim, Trainer’s S Burridge’s Assistant Trainer, App Amirul was found guilty of a charge under MRA Rule 44(10)  in that he failed to ride to the satisfaction of the Stewards.   The specifics of the charge being that:

(1)          he restrained his mount out of the barriers, resulting in his mount losing considerable ground; and

(2)          between the 600m and the 400m, he restrained his mount unnecessarily when he had an opportunity to improve his position

Each specific either in isolation or in combination resulted in a breach of the Rule.

When deciding on penalty, the Stewards took into account the nature of the charge, his record, his personal circumstances and submissions from App Amirul that he has been engaged to ride at the Singapore Race Meetings on Friday, 15 November 2019 and Sunday, 17 November 2019.  App Amirul was suspended from riding in races with effect from Monday, 18 November 2019 to Tuesday, 17 March 2020 both dates inclusive (a period of four months) and was advised of his Right of Appeal.

On Thursday, 14 November  2019, App Amirul exercised his Right of Appeal against the decision of the Panel of Stewards and the penalty imposed on him.  He subsequently applied for a Stay of Sentence. After considering submissions from App Amirul on Thursday, 14 November 2019, his application for a Stay of Sentence was granted by the Panel of Stipendiary Stewards.

The Hearing of the Appeal was concluded on Tuesday, 14 January 2020.

After considering all the evidence together with submissions from App I Amirul’s Legal Counsel and the Chief Stipendiary Steward, the Appeal Panel dismissed the Appeal against the decision and the penalty imposed by the Panel of Stewards.  He was suspended from riding in races for a period of four months with immediate effect from Tuesday, 14 January 2020 to Wednesday, 13 May 2020 both dates inclusive.  His deposit was forfeited.
